Who lets the dog out

Friday the Security informed the Office that somebody arrived with a car having a dog inside. The dog was caught on our CCTV when it went for its walk (hopefully without doing its needs).
Later on he was seen again going back home.
Mind the rules. Pets are not allowed inside the condo.
