Balcony Ceiling Collapse

We faced a balcony ceiling collapse last week. The reason why is still to be identified but it might be due to water infiltration from other Units. This has been a very unexpected event that we never faced in the past 18 years.
I'm not sure but the color if the celing look strange, not the normal color. Maybe this paint reacted with the original paint and caused it to part with the cement above it.
All balconies are prone to flooding as the design of the building do not provide an overhang to deflect roof water outside the balconies. Maybe something can be done about this?
